MINUTES OF THE PARISH COUNCIL MEETING HELD ON WEDNESDAY 13 NOVEMBER 2010

It was proposed by Cllr Mrs Bostock, seconded by Cllr Andrews and carried
unanimously that these apologies be accepted. An apology for late arrival was received
from Cllr Mitchell.

DECLARATIONS OF INTEREST AND MEMBERS’ REGISTER OF
INTERESTS
Cllrs Crozer and Mrs Munday declared personal interests in item 10a, Recreation Hall,
as members of the Management Committee. Cllr Mrs Bostock declared a personal
interest in item 10b, Memorial Hall, as a member of the Management Committee. Cllr
Crozer declared a personal and prejudicial interest in item 8, grant application by St
Margaret’s Church, as a member of the Parochial Church Council. Cllr Mrs Munday
declared a personal interest in item 18, Relief in Need, as a trustee.

It was proposed by Cllr Andrews, seconded by Cllr Mrs Bostock and agreed that the
minutes of the meeting held on 9 September 2010 be signed as a true record.

No matters were raised.

CASUAL VACANCY
The resignation of Carl Mitchell was reported. The Clerk had put up the statutory
notice. The 6 month period before an election commenced on 11 November. If a bye
election was not called by electors by 29 November, it would not be necessary actively
to seek to fill the vacancy.

281 i MC/10/3840: Bridgewater House, Parbrook Road: Erection of conservatory within
balcony structure.
No objection.

285 a Bank Balances
The bank balances as listed in Appendix B were noted.
286 b Cheques Signed since the Last Meeting
The cheque signed since the last meeting as listed on Appendix B was ratified.
287 c Accounts for Payment
It was proposed by Cllr Collins, seconded by Cllr Mrs Bostock and agreed that the
accounts for payment as listed on Appendix B be paid (cheques 100307-100311), with
the addition of £42.80, reimbursement Lesley Munday for photographic competition
prize giving refreshments (cheque 100312).
8 GRANT APPLICATIONS
288 a Church of St Margaret, High Halstow
Cllr Crozer declared a personal and prejudicial interest as a member of the Parochial
Church Council and left the room. As the Vice-chairman was also absent, it was
proposed by Cllr Mrs Munday, seconded by Cllr Mitchell and agreed Cllr Collins take
the chair.
It was proposed by Cllr Collins, seconded by Cllr Mitchell and agreed that a grant of
£100 be made under S 13 of the LGA 1972 (cheque 100313).
Cllr Crozer returned to the meeting and resumed the chair.

a Recreation Ground
i. General Matters. The Clerk had met Andy Freeman of Turfsoil. Prices had been
obtained for various works extra to the contract in the Recreation Ground, allotments,
car park and the Cardigan Close buffer zone and it was proposed by Cllr Mitchell,
seconded by Cllr Andrews and agreed to proceed with all works.
ii. Drainage Ditch. A date for commencement of works was awaited from the
contractor.
291 b Playpark
Cllr Mitchell said the RoSPA report was satisfactory. They had not looked at the entire
ground as requested and it was agreed next year an appointment be made so someone
was with them.

i. Recycling bins. Nothing further to report.
ii. CCTV. In Cllr Thomas’s absence, there was nothing to report.

Cllr Mrs Bostock had nothing to report.

e Forge Common
Cllr Collins had met Andy Freeman of Turfsoil. They had discussed the cutting of the
meadow area and disposal of arisings. Prices had been obtained for this and some other
works extra to the contract that had been identified. He proposed that these works be
carried out. This was seconded by Cllr Mitchell and agreed.

f Village Grounds Maintenance
Nothing to report.
297 g Notice Boards
The Clerk had yet to contact Denis Follett to strip and varnish the noticeboards and the
“Home of the Heron” signs.

301 a Recreation Hall
Cllr Crozer reported that Carl Mitchell had resigned as Chairman and from the
committee.
302 b Memorial Hall
Cllr Mrs Bostock reported a draft constitution had been prepared and would be
presented to the AGM for adoption. If the committee and the trustees failed, the hall
would pass to the Parish Council. This would prevent any sole remaining trustee being
able to sell the hall for re-development.

316 a Recovery Lorry
Cllr Andrews reported that a recovery lorry was parked in Gypsy Way, partly on a
driveway.
The Chairman suspended the meeting for the public session.
The resident of 18 Goodwood Close complained that the drain works did not appear to extend as far as the
rear of his property and that self seeded cherry trees were growing in and obstructing the ditch. He conceded
that since the work on the culverted section of drain had been carried out, he had not experienced any flooding
into his garden.
The Chairman thanked members of the public for their attendance and closed the meeting at 8.30 pm.
