MINUTES OF THE PARISH COUNCIL MEETING HELD ON WEDNESDAY 8 SEPTEMBER 2010

AT THE MEMORIAL HALL, THE STREET, HIGH HALSTOW AT 8.00 pm

DECLARATIONS OF INTEREST AND MEMBERS’ REGISTER OF

INTERESTS

Cllrs Carl Mitchell and Mrs Munday declared personal interests in item 10a, Recreation

Hall, as members of the Management Committee. Cllr Mrs Bostock declared personal

interests in item 10b, Memorial Hall, as members of the Management Committee. Cllr

Carl Mitchell declared a personal interest in item 15a High Halstow Times as working

for the contracted printing firm. Cllr Mrs Munday declared a personal interest in item

18, Relief in Need, as a trustee.

It was proposed by Cllr Collins, seconded by Cllr Mrs Munday and agreed that the

minutes of the meeting held on 21 July 2010 be signed as a true record.

The Clerk reported that one expression of interest had been received, but as yet no

applications in writing.

186 i MC/10/2458: 25 Ruggles Close: Conversion of existing garage to study and utility

room and alteration of existing utility room window to French door.

No objection

188 i NPower: Proposed new gas station at Tilbury

Noted.

189 ii Extension of gardens in Topley Drive

Medway Council had contacted the landowner, who was not unduly concerned. The

residents concerned would be contacted by the planning authority as planning consent

was needed. It was agreed to draw the situation to the attention of the drainage

authority. Cllr Collins suggested that Turfsoil be asked to clean out the ditch and repair

the fence.

190 iii Buckhole Farm

Cllr Collins had reported the caravans to the Enforcement Officer.

None.

192 a Bank Balances

The bank balances as listed in Appendix B were noted.

193 b Cheques Signed since the Last Meeting

The cheque drawn since the last meeting as listed on appendix B was ratified.

It was proposed by Cllr Collins, seconded by Cllr Andrews and agreed that the accounts

for payment as listed on Appendix B be paid (cheques 100292-100297).

195 d Subscriptions

i The Villager. It was proposed by Cllr Andrews, seconded by Collins and agreed

the subscription of £20 to The Villager be renewed (cheque 100298).

i. General Matters. Nothing to report.

ii. Drainage Ditch. In Cllr Mitchell’s absence, there was no report.

In Cllr Thomas’s absence, there was no report.

i. Recycling bins. There was no further news on Medway Council’s investigation of

an alternative site.

ii. CCTV. In Cllr Thomas’s absence, there was no report.

In Cllr Mitchell’s absence, it was not known if Turfsoil had been asked to quote for

cutting back the corner.

e Forge Common

i. General matters. Cllr Collins reported that the resident had filled in the path but the

spoil was still there. Cllr Crozer said the scrub should be left to encourage wildlife.

ii. Letter from Mr and Mrs Coomber. The drainage issues mentioned in the letter from

Mr and Mrs Coomber had not been addressed. It was agreed the Chairman and Cllr

Collins should visit Mr and Mrs Coomber.

Cllr Mitchell said these needed re-varnishing and it was agreed to have this doen.

10 HIGHWAYS & TRANSPORT

Nothing to report.

b Street Cleaning

i Contract. Nothing to report.

ii Refuse Meeting. The meeting arranged by Medway Council for 27 September

would be attended by Cllrs Crozer and Carl Mitchell.

Cllr Collins reported that a eucalyptus tree in Valentine Drive was touching Heronsbank

and it was agreed that subject to the landowner’s permission, it should be removed.

11 HALLS

211 a Recreation Hall

Cllr Mrs Munday said that the recent committee meeting had produced a list of items

for Project 90. hey were still waiting for the tenders for the roof. They would reconsider

boot fairs in the spring. An electrician had been asked to inspect the electrics.

212 b Memorial Hall

Cllr Mrs Bostock said she had not received any minutes of the last meeting. Hire fees

had been increased.

i. General matters. Cllr Mrs Munday said the Youth Club had started again with 38

children attending.

ii. Football cage. In Cllr Thomas’s absence, there was no report

217 a Police Liaison Representative’s Report

In Cllr Martin Mitchell’s absence, there was no report. Cllr Andrews said he had

observed youths with beer in the playpark and had threatened to contact the police, after

which they had dispersed.

218 a High Halstow Times

Cllr Carl Mitchell thanked Cllr Thomas for getting out the last issue. He would

welcome articles.

In Cllr Thomas’s absence, there was no report

Project 90 would take place on Saturday 12 September.

In Cllr Martin Mitchell’s absence, there was no report.

21 CORRESPONDENCE

224 a Letter from Hoo St Werburgh Parish Council: Rural Burial Ground

Cllr Crozer reported that there was estimated to be 30 years left in the churchyard. The

project was commended but would not need to be used immediately by residents of

High Halstow.

The reports and circulars as listed on the agenda were received.

23 ANY OTHER BUSINESS

226 a Village Shop

Cllr Collins said he understood that the business had been sold and the post office

would remain open.

227 b Fineline Notices

Cllr Mrs Munday complained about the proliferation of boards promoting a company

called Fineline.

The Chairman suspended the meeting for the public session.

David Lapthorn said the Cricket Club fence needed repair. He also mentioned the hedge on Christmas Lane

outside the fence and the brambles and asked that they be cut back. A testimonial match would be held on 11

September and he requested the use of the Recreation Ground for overspill parking if necessary.

The Chairman thanked members of the public for their attendance and reconvened the meeting.

RESOLUTION TO EXCLUDE THE PRESS & PUBLIC

It was proposed by Cllr Mrs Bostock, seconded by Cllr Andrews and agreed the press

and public be excluded from the following item on the grounds it concerned a

commercial contract.

GROUNDS MAINTENANCE – REVIEW OF CONTRACT FEE

The relevant information had not yet been supplied by Medway Council and the

payment had not yet been made. Cllr Thomas had agreed to investigate, but in his

absence it was not known whether he had done so.
